Howard Heuston is different from Boulder's fenced dog parks, and the city is careful to say so. The neighborhood park at 34th and Iris has a designated voice-and-sight area of about 1.25 acres north of a partial fence, where only dogs registered in the city's Voice and Sight Tag program may run off leash. Tags must be visible, dogs must come immediately when called, each guardian may have no more than two dogs off leash and must carry a leash for each, and current license and rabies tags are required. Everywhere else in the park, including near the playground, skate area and basketball court, dogs stay leashed. It is a training-ground style space for well-prepared dogs rather than a free-for-all.
