Colorado Leash Rules by Land Manager
Colorado has no single leash law for trails. The rule changes at property lines you cannot see, between a state park, a Forest Service ranger district, a wilderness area, a county open-space park and a city trail. This is the table we wish existed when we started: who manages the land, what they require, and where dogs are banned outright. Every entry comes from the agency's own rules page.
| Land manager | Leash rule | Fines and exceptions | Dogs banned |
|---|---|---|---|
| Colorado Parks and Wildlife (state parks) | On a leash no longer than six feet and under control. E-collars and dragging leashes do not count. | Off-leash only in the Dog Off-Leash Areas at Cherry Creek and Chatfield ($3/day or $25/year pass, three dogs per handler). | Roxborough (park-wide, per CPW); East Canyon Preservation Trail at Castlewood Canyon; all but about two miles of trail at Cheyenne Mountain. |
| U.S. Forest Service | No forest-wide rule. Developed sites: leash of six feet or less. Wilderness areas set their own orders. | Mount Evans Wilderness and Mount Blue Sky area: hand-held leash. Eagles Nest Wilderness: leash under six feet. Indian Peaks and James Peak: hand-held leash. Maroon Bells-Snowmass: leashed. Where the site page is silent (Quandary, McCullough Gulch, Barr Trail) the county rule applies. | Conundrum Hot Springs permit zone and the Maroon Lake Scenic Loop. |
| Boulder Open Space and Mountain Parks | Leash unless the dog wears a Voice and Sight tag and the trail segment allows it. Leash at every trailhead. | Tag: free course, $13/$33/$75 by residency. Seasonal leash Aug. 15–Dec. 1 on Gregory Canyon, Saddle Rock, Amphitheater, Bluebell-Baird, Skunk Canyon, Shadow Canyon South and upper Doudy Draw. | Goshawk Ridge, Lion's Lair, Towhee, Long Canyon, Hogback Ridge, Spring Brook Loop South, Sombrero Marsh, May's Point, Boy Scout, McClintock Upper and others; North Sky May 1–July 31. |
| Boulder County Parks and Open Space | Leash everywhere (Betasso, Walker Ranch, Heil, Hall Ranch). | $75/$150/$300. | None listed. |
| Jefferson County Open Space | Leash of ten feet or less, held by a person. | $75; $100 off leash and out of sight; $75 for waste. No off-leash training. | Mt. Morrison Trail. Black Bear Trail closed Feb. 1–July 31. |
| Denver Parks and Denver Mountain Parks | Leash of six feet or less on trails and park roads; dogs may not enter park waters. | $80 civil penalty under park rules; Animal Protection tickets $80/$150/$300, park rangers $100/$250/$500. Off-leash only in designated dog parks. Red Rocks: non-event hours only. | Bluff Lake Nature Center (private). |
| City of Colorado Springs | Leash in any park or public space (City Code 6.7.107). Garden of the Gods: at least six feet. | Three unfenced voice-control dog runs (Garden of the Gods, Red Rock Canyon, Palmer Park Yucca Flats) plus four fenced parks. | Manitou Incline. Pikes Peak Summit Visitor Center and summit shuttle. |
| Fort Collins Natural Areas | Leash; no off-leash natural areas or city parks. | Rangers describe enforcement as strict. | Bobcat Ridge, Cottonwood Hollow, Coyote Ridge, Fossil Creek Reservoir, Running Deer, Soapstone Prairie (even in vehicles). |
| Larimer County Natural Resources | Leash at all parks and open spaces; loose dogs may be impounded. | Fines up to $300. Devil's Backbone: do not bring pets in hot weather. | Red Mountain Open Space; Rimrock Trail at Devil's Backbone. |
| Summit County and Town of Breckenridge | County open space: immediate control or leash; unincorporated county allows voice control within ten feet. Town of Breckenridge: leash no longer than six feet, including the Recpath. | Frisco, Dillon and Silverthorne also require leashes. The county was studying a six-foot rule in 2024. | Cucumber Gulch Preserve, Riverwalk Center lawn, Kingdom Park fields, Breckenridge golf course. |
| City of Durango, San Juan NF and BLM | Leash on all city parks, open space and trails (Code Sec. 4-41). Voice control allowed on surrounding federal lands. | Only off-leash area is the dog park at 21850 Hwy 160 West. BLM Animas City Mountain and Grandview Ridge closed Dec. 1–April 15. | Oxbow Preserve; Lake Nighthorse swim beach. |
| Rocky Mountain National Park | Leash of six feet or less on roads, parking areas, campgrounds and picnic areas only. | None. | All trails, tundra and meadows, including Longs Peak. |
City leash lengths, for the walk to the trailhead
City ordinances cover the sidewalk, the greenway and the neighborhood park. Aurora allows a leash up to ten feet. Littleton and South Suburban cap it at six feet. Denver's park rules say six feet on trails. Lakewood requires a leash of "reasonable length" held by a person, and notes that a dog dragging its own leash is a violation. Arvada City Code Sec. 14-53 bans off-leash dogs on any street, trail or open space outside the dog park. The High Line Canal, which crosses eleven jurisdictions, asks for six feet or shorter and no retractables. Unincorporated Jefferson County, which includes Evergreen, starts off-leash tickets at $50 per dog.
Three hardware rules that apply almost everywhere. An e-collar is not a leash. A dropped or dragging leash is not control. A bagged pile left trailside "to grab on the way back" is a citation in Boulder, Larimer County and Jefferson County alike. The leash has to be in a hand, and the bag has to leave with you.
Where the rule changes mid-hike
A few trails we cover cross a boundary partway along, and the leash rule changes with it. Beaver Brook Trail from Windy Saddle starts on Jefferson County land (ten feet) and crosses onto Denver Mountain Parks land (six feet). Horse Gulch in Durango is leash-only on the city side and closed on the BLM rim all winter. Trading Post Trail at Red Rocks allows leashed dogs on Denver's six-foot rule, while the adjoining Mt. Morrison Trail on Jeffco land bans them. Mount Sanitas flips from leash to Voice and Sight at the Sanitas Spur. When in doubt, the sign at the trailhead is the rule, and the shorter leash is the safer guess.
Seasonal rules that catch people out
- Boulder OSMP bear-season leash requirement, August 15 to December 1, on the Chautauqua-area trails listed above.
- Raptor closures: Boulder falcon closures February 1 to July 31 on several Flatirons routes; North and South Table Mountain enforce on-trail-only use during nesting.
- Hunting seasons: Golden Gate Canyon and Eldorado Canyon both recommend blaze orange on dogs; general hunting in the Jefferson County portion of Golden Gate runs from the Tuesday after Labor Day to the Friday before Memorial Day.
- Mud closures: Boulder OSMP and Lory State Park close trails when muddy; Mount Bierstadt Trail is closed April 1 to June 15.
If you are working on the recall that makes voice-control areas usable, a Boulder trainer or Denver trainer who works outdoors is the shortcut. Browse rules in context on each trail page or by city at our city hubs.
